Partisan Goals and Redistricting

چکیده

Past research efforts in congressional redistricting have focused on party bias plans without ever directly measuring the attitudes of state legislators. In this study we specifically measure goals that legislators would like to achieve as they formulate a plan. Overall, possess loyalty necessary produce partisan plans, but number conflicting demands placed upon them inhibit full realization objectives.
